ESRI Products and Licenses

ArcGIS Desktop is a product. ArcEngine is a product. ArcServer is a product. ArcObjects are the components that make up the products.  If you write a Desktop application using ArcObjects, the user must have the Desktop product and the Desktop license. If you write an ArcEngine application, the user must have the ArcEngine product and the ArcEngine license. In the case of the Desktop application, the user must have ArcGIS (because that’s the product) and the proper license needed to run your application (ArcView, ArcEditor, ArcINFO).
In the case of the ArcEngine application, the user must have the ArcEngine runtime (that’s the user-side product) and an ArcEngine license (an ArcGIS license may be substituted).
